Every guide to Nigerian betting used to open the same way: bet only with a federally licensed operator, look for the NLRC. That advice stopped being true on 22 November 2024.
The Ruling That Removed the National Rulebook
On that date the Supreme Court, deciding a suit Lagos State had been running since 2008, declared the National Lottery Act invalid. The reasoning was constitutional rather than moral: lottery, betting and gaming appear on neither the Exclusive nor the Concurrent Legislative List, so they are residual matters, and residual matters belong to the states. The seven-member panel was unanimous. The judgment is final.
The practical consequence is awkward. The National Lottery Regulatory Commission no longer has authority across the 36 states; it keeps the Federal Capital Territory. Each state has to build its own licensing regime at its own pace, and eighteen months on that work is still going.
So when a guide tells you to use a licensed operator, ask the follow-up: licensed by whom. For a Lagos bettor there is an answer. Elsewhere there may not be one yet, and the constitutional position of online and cross-border gaming — which is where essentially all esports betting happens — is the part lawyers writing about the ruling have been most careful to call unsettled.
Devolution Is Not Deregulation
It is tempting to read "the states decide now" as "the rules got looser." In places it went the other way. In Kano, which operates under Islamic law, the ruling was followed by the state's Hisbah morality police announcing an intensified crackdown on betting shops. Same judgment, opposite direction.
Where you are in Nigeria now matters more than it did before the court sat.

The money side is the stable part. Deposits run through domestic processors — Paystack and Flutterwave sit behind most bank transfer, card and USSD flows — and they are quick. Withdrawals return to a Nigerian bank account, and the first one triggers verification.
One detail causes most held payouts and it is entirely boring: the name on the bank account has to match the name on the betting account. Not a nickname, not a spouse, not the friend who funded the deposit.
