Easypaisa, JazzCash and Betting in Pakistan: What the Rules Actually Say

Short version: this is not a grey area. Betting is prohibited in Pakistan, there is no licence an online bookmaker can hold here, the state blocks the sites, and JazzCash's own customer terms name online gambling as a prohibited use of the account. That combination is the whole story, and it is why this page no longer carries deposit instructions.
What the law says
Gambling is governed federally by the Prevention of Gambling Act, 1977, which carries forward the colonial Public Gambling Act of 1867, and by provincial statutes adopted the following year. The Punjab Prevention of Gambling Ordinance, 1978 is the template, and its offences run past the obvious one: keeping or being found in a common gaming-house, gaming in a public place, gaming in private places, and a separate section raising the punishment for a repeat offence. Note that private-place clause. "I bet from my own phone at home" is not the defence people assume it is.
The 1977 Act predates the internet, so online betting is not named in it. That is a drafting gap, not a permission. The authorities apply it to online operators, and there is no licensing route through which a betting site could become legal in Pakistan, so the phrase "unlicensed here" is misleading in a way that matters: there is no licence to lack. The narrow sanctioned exception is unrelated to esports, being on-course betting at the licensed race clubs, which provincial law taxes separately. For a large share of readers the religious position settles the question before any of the statutes are reached.
The state blocks the sites, and it has said so on the record
On 6 August 2025 the Cabinet Division told the National Assembly that the Pakistan Telecommunication Authority had blocked 184 gambling and betting websites and applications. The legal hook is section 37 of PECA 2016, which limits the PTA to removing and blocking unlawful online content on a complaint-driven basis. The Cabinet Division was explicit that acting against the individuals involved is beyond the PTA's mandate and is referred to the Federal Investigation Agency instead.
Later the same month the National Cyber Crime Investigation Agency declared 46 applications illegal, betting brands including 1xBet, Bet365, 22Bet, Dafabet and Parimatch alongside unregulated forex and binary-trading apps, and referred the list to the PTA for blocking. The NCCIA also warned that promoting these platforms carries legal exposure, and served notice on a Pakistani influencer for doing exactly that.
So the operators these wallets get used with are not obscure edge cases. They are the names on the block list.
The wallet's own contract is the part most guides skip
This is the practical reason to stop, and you can verify it yourself in five minutes.
JazzCash is issued by Mobilink Microfinance Bank, and its published Terms and Conditions say the customer "undertakes and agrees not to use or permit the use of Account and Services for any illegal or improper purposes and shall comply with all applicable laws and regulations governing the Accounts." The prohibited list is not left to inference either: it names engaging in online gambling or betting, alongside fraud, dealing in virtual currencies and unauthorised foreign exchange trading. The enforcement clause is equally direct. The bank "reserves the right to monitor all transactions and take appropriate measures, such as account suspension/closure, if any unlawful activity is detected", and it may terminate the account without prior notice where the customer breaches the terms.
Easypaisa publishes its own branchless-banking terms as a document on the bank's site. We have not read its prohibited-use list word for word, so we will not put a paraphrase of it in your mouth: open that document and read the prohibited-use and account-closure sections yourself before assuming the answer there is different. Both wallets sit under the same State Bank of Pakistan branchless-banking framework, with the customer due diligence and transaction monitoring that implies.
Then weigh what is actually at stake. For most people a JazzCash or Easypaisa wallet is where salary lands and where electricity, mobile top-ups, school fees and everyday transfers go out. A suspension is not a betting loss you can size in advance. It is your ordinary money, frozen, while you argue with a bank whose terms you agreed to.
Why the deposit steps are gone
An earlier version of this page explained how to select the wallet in a cashier, approve a PIN prompt, or send a manual transfer to an account number the operator lists and then submit the transaction ID. That has been removed. A working method for a transaction the wallet's own contract prohibits is not information a reader is better off having, however neatly it is written.
The manual-transfer pattern deserves a second look in particular, because it is structurally indistinguishable from the wallet frauds the FIA warns about. You send money to a number you cannot verify, on behalf of a platform the state has blocked, with no local regulator to appeal to. The transaction ID people are told to keep is a receipt, not recourse.
If money is already moving, protect the wallet first
- Never give your wallet PIN or an OTP to anyone, for any reason. A transaction you approve yourself never requires you to read a code aloud to another person. A caller claiming your account is blocked and asking for a code is running a known scam that the FIA has publicly warned about.
- Never send to a personal number handed to you in a chat by an "agent". No third party is authorised to top up an account for you, and that money has nowhere to be recovered from.
- Treat anyone selling prediction apps, fixed tips or guaranteed profit as a thief. No signal service beats a game's built-in margin, and paying one in Easypaisa only funds the con.
- Keep everything in your own name. Lending your wallet line to somebody else's traffic puts your account, not theirs, in front of the bank's monitoring.
The honest bottom line
Easypaisa and JazzCash are very good at what they were built for, and moving betting money is not on that list, neither under Pakistani law nor under the contract you accepted when you opened the account. Betting itself is designed so the operator keeps an edge over time, which makes it a cost rather than income. In a market where the sites are blocked, the operator is offshore and unreachable, and your wallet terms forbid the transaction outright, the cost is not only the stake.
