A licence badge in a website footer is just an image file. Anyone can copy it. Scam sites do, constantly, and they count on the fact that maybe one visitor in a thousand ever clicks it. Be that one visitor. Checking a licence properly takes about ten minutes and requires zero technical skill, just a healthy refusal to take a JPEG's word for anything.
Step one: find the actual claim
Scroll to the footer. A real licensed operator states three things somewhere in that fine print: the operating company's legal name, its registration number and jurisdiction, and the licence number. Something like "operated by Example N.V., registered in Curacao, licence number such and such". Vague phrasing is a red flag on its own. "Licensed and regulated" with no number, no company name and no jurisdiction is the textual equivalent of a stolen badge.
Step two: click the seal and read the URL
Genuine validation seals are clickable and lead to a page hosted on the regulator's own domain, not the casino's. That page should name the operating company and, critically, list the exact domain you are visiting. Licences are tied to domains. A certificate that validates one address says nothing about a look-alike address, and phishing clones love hosting a screenshot of someone else's validator page.
Curacao: the one you will see most
The majority of offshore books serving India, Africa, LatAm and the CIS run on Curacao paper, and this is where a footer is likeliest to be describing a system that no longer exists. For two decades a handful of master licence holders sub-licensed thousands of sites with minimal oversight, which is why old Curacao licences earned a weak reputation. That framework has been replaced: the National Ordinance on Games of Chance, known as the LOK, came into force on 24 December 2024, the former Gaming Control Board is now called the Curacao Gaming Authority, and it licenses online operators itself, with older paper surviving only under the ordinance's transitional provisions. What to do with that: take the company name and licence number out of the footer and look them up in the Authority's own register on cga.cw, then click the seal through to its certificate on cert.cga.cw. The Authority's own rule on seals is blunt and useful. A licensed B2C operator must display the Certificate of Operation seal exactly as issued, and if the seal differs in design, colour or format, the site is not authorised by the Authority. A Curacao licence, even a current one, is a low bar. Real, but low. Treat it as "this operator filed paperwork and is supervised", not as a guarantee.
MGA and the stricter tier
Malta runs one of the most searchable public registers in the industry. Every licensee, licence number and approved URL is listed on the authority's site. If a casino claims MGA and the domain is not in the register, that is not a paperwork lag, that is a lie. The same logic applies to Gibraltar, the Isle of Man and the UK Gambling Commission, all of which publish registers you can search by company name in under a minute. Sites licensed at this tier must segregate player funds and submit to real audits, which is also why they are stricter about which countries they accept.
Local regulators matter more than you think
- Kenya: the regulator is the Gambling Regulatory Authority of Kenya, established by the Gambling Control Act, 2025, which repealed the Betting, Lotteries and Gaming Act and made the Authority the successor of the Betting Control and Licensing Board. Anything still naming the BCLB as the live licensor, on a site or in a guide, is out of date.
- Nigeria: in November 2024 the Supreme Court held that the federal National Lottery Act does not apply in the states, which leaves the federal commission's writ running only in the Federal Capital Territory and puts licensing in the hands of state regulators. Verify with the specific body named in the footer, and check that its remit covers the state you are in.
- South Africa: provincial gambling boards license bookmakers, and online casino games are a different legal story from sports betting.
- Colombia: Coljuegos publishes the list of authorised online operators, and licensed sites run on Colombian domains, so a name that is not on that list is not licensed there.
- Philippines: PAGCOR licenses the domestic market, but the offshore category is gone. Executive Order No. 74 of November 2024 banned POGO and Internet Gaming Licensee operations, stopped renewals of existing offshore licences and required those operators to cease and wind up by 31 December 2024. A footer claiming a Philippine offshore licence today is claiming something that is no longer issued. Elsewhere in SEA the older question still applies: check who the licence actually permits the operator to serve, because many cover serving other markets rather than residents.
- India: the Promotion and Regulation of Online Gaming Act, 2025 prohibits offering online money games and online money gaming services, whether the game turns on skill or chance, and also bans advertising them and processing payments for them. The rules under it came into force on 1 May 2026 and set up the Online Gaming Authority of India. There is no Indian licence for real-money betting to look up, and an offshore licence does not make a site lawful for a player in India.
What a licence actually protects
A real licence gives you three concrete things. First, a named legal entity, so the site cannot simply evaporate into anonymity. Second, a complaints channel, though what it is worth depends entirely on the jurisdiction. Regulators at the stricter tiers take player disputes and can pressure an operator over a confiscated withdrawal. The Curacao Gaming Authority says the opposite about itself in plain words: it does not handle individual complaints, it is not a civil court, and it cannot order an operator to compensate you. What you send it is treated as a possible sign the operator is breaching the ordinance, which can eventually earn that operator supervisory attention, but it is not a route to getting your own money released. Third, minimum standards: RNG certification requirements, some rules on terms and advertising, and at the top tier, segregated player funds.
What a licence does not protect
This part gets skipped in every affiliate review, so read it twice. A licence does not make betting legal in your country; local law decides that, full stop. It does not guarantee you get paid if the company goes insolvent, especially in lighter jurisdictions. It does not vouch for fair odds, fast withdrawals or honest bonus terms. And it absolutely does not endorse the tipsters, prediction apps and "hacks" that borrow a licensed brand's name to sell guaranteed wins. Nothing in gambling is guaranteed. That is the entire business model.
The ten-minute routine
- Footer: company name, jurisdiction and licence number all present.
- Seal: clickable, hosted on the regulator's domain, your exact URL listed.
- Independent check: open the regulator's site yourself and search the register.
- Cross-match: the company name in the terms and conditions matches the licence.
- Status: licence active, not suspended or revoked.
Do this once per site, before the first deposit, and you filter out the outright thieves in about ten minutes. Be clear about what that buys you, though. A verified licence confirms the operator exists and can be complained about. It says nothing about whether their prices are any good, and a fully licensed book will take your money just as efficiently as an unlicensed one, only with paperwork.
